I think they intended the virus to be much more powerful than it turned out to be. God intervened and made the virus easy to treat. And each subsequent iteration, the virus is less deadly.

I think they had the vax ready to go before the virus was released. Or at least designed. And I don’t think they had any idea what the vax would do on a large scale, but did whatever they could to keep the gravy train going.
