Yes, I had a similar reaction: I am a Virgo, not a Leo. I do have Scorpio rising, the cusp of my 1st House is Scorpio.

I would disagree with that statement. The first several years of a child's life are a time of a great amount of learning - both in actuality, and also as a percentage of his total knowledge. This learning happens in stages. He can't learn much at all if he can't understand speech, etc.
The seasons of the year can greatly influence his learning. If it's winter when he begins to socialize, he likely can't do much socializing with others compared with someone who reaches the same point in the summer. Thus, the season in which one is born can have a significant influence on his personality. That's somewhat the basis of astrology.
Of course, the time shift of the Zodiac signs means that the personality traits developed centuries ago are completely wrong now.
