My suggestion is that all non-trans swimmers either remain standing on the blocks or actually dive in but then instead of taking a stroke, just stand in their lane in the pool. Allow the tranny or trannies to swim the event, and remain standing in the pool until the race is over. After that happens a few times the pressure from attendees and television networks should be pretty effective in getting the sanctioning bodes and schools to change.
