The overpass was an elevated subway station. If you have used the NYC Subway System, should should know that getting from Point A to Point B is seldom a straight line and often requires travel through a labyrinth of stairway, platforms, and ramps. Here is what the platform looks like from below:

Because they all know if they did anything, the criminal nyc police would arrest them and let the criminal go.
He should have shot through the glass at the hoods and yelled at them, then shot them.
He is nearly a block away and on at least a 2 floor of a building. At least he called the police.
