“popping up everywhere” - may relate to Guard units being called up for active duty to “administer” vax, support on the souther border? or some other domestic support missions???
It appeared to be National Guard support for local police departments for the New Years Eve festivities.
It makes sense, given the recent epidemic of crime in the blue cities.
