the only thing i can think of that would be absolutely foolproof is to accept only cruisers who can prove they have antibodies from a previous infection ... That will bankrupt the Cruise Industry.
You can see how fragile their recovery is becoming.
On the 16th, St Lucia would not let another Royal Caribbean ship come ashore because of a fear of covid infections onboard. -Tom .
