Not cluster munitions which are dropped from planes. they are launched from mobile containers. Just go look for yourself at the War Zone.
Cluster munitions are not drones, are not AI operated, do not come in directed swarms, nor can they loiter waiting for targets of opportunity or a fresh or missed target ; air dropped cluster munitions only fall in the area where they were dropped and do not spread out across the battle field.
