Since when did this become a law? Was it attached to some pig pork bill in the past? If not..

No state is bound by ANY EO.

As usual, the big dog and pony show.

Well, if it makes you happy, just call it a new law. Congress can overturn any EO, they just have to vote on it. The president is not a dictator and his power is mainly the bully pulpit and vetoing.

Congress can also choose not to appropriate any money to enforce the mandate EO.

But it is a show vote since the House will not vote on it and even if they did and it passed, Biden would veto it, so as usual, nothing changes.

No one said it was a law, but any EO can be overturned by Congress. The president does have the authority to make rules for executive branch employees as any CEO would have to make rules for their organization - but the rules can’t be unconstitutional, so it will be settled by the courts, in which I have little confidence.
