Phoenix doesn’t get much in the way of earthquakes. We also don’t have a lot of huge skyscrapers, I am told they obstruct the view of the mountains.

As they grow taller the required spaces, mechanical, electrical, elevators, stairs...consume a larger percentage of the total floor area and less income is generated.
That said many will kill for the prestige/ego of the tallest building.
