Very very odd that it was being recorded on cell phone. Almost like the person recording knew it was about to happen? Why would he be recording boring traffic out the back window? [There didn’t seem to be any real interesting vehicles like a Lamborghini or anything behind them]

OK on second look, It appears that th3 camera was stationary, maybe built into the vehicle? but do these cameras always record? Wierd to say the least.
A lot of people have cameras set up on the front and back of a vehicle, in the event of an accident. It was just a good coincidence, I think, that the person was driving in parallel with the truth to get a clear video as to what happened.

IDK - I could see someone recording video just to document the Charlie Foxtrot of the traffic jam they were in and got lucky.

The rear one saved me a big bill. A neighbor was backing up at night and decided to squeeze between my car and another a space over. He scrapped some paint on the left side of the bumper. Just to paint the bumper, the estimate was about $850....
