I don’t know about selling cars on the “dark web” (how racist) but there are videos on Youtube were people hire musicians to work on projects.

In many states it is illegal to sell more than a limited number of cars a year without a getting a dealer’s license. Example in Ca it used to be three a year. Probably still is.
