The Ozzie actually claimed the local tribe “agreed” to the confinement of all of their members.

Anyone who disagreed with the tribe was totally f*&^ed of course.

See post 17, not only that, technically the land for the site is owned by the local tribe as it was given to the Northern Territory by the Japanese when the project was finished.
