See post 17, the facilities were built by the Japanese for their oil and gas construction workers in 2012 to house 3500 workers and at the high point had 7000 foreign workers, and it given to the Northern Territory, technically owned by the aboriginals in 2019 after the project was finished. The aboriginals own 50% of the NT which is twice the size of Texas with only about 250,000 people, half in Darwin and has a tiny police force.
