Interesting. I thought that the president can federalize the Guard, and then send it anywhere he wanted. The states are a check against federal power. So If I’m wrong about the Guard here, I’m happy that I’m wrong.
Bankrupt blue states such as New York regularly send their Guard units to the sandbox over and over again. It's a win-win for the blue state; they get desperately needed Federal money and if they chase out Guard members due to frequent deployments to bad locations, that's fewer Guard members on the state budget.
