New York state’s Climate Leadership and Community Protection Act (CLCPA) passed in 2019 because the democrat party wanted it and voted for it.
democrats, not Republicans, did this.
But those democrats didn’t just appear out of nowhere.
The majority of the voters of New York put them there.

Dominated by downstate voters in the NYC area. If Westchester, Rockland, Nassau counties, and NYC split off New York State would be red. (Suffolk could go to Connecticut or join upstate in a non-contiguous union.)
