Yes, because he was trying to focus on the segment of the population where mortality is generally low, and where any adverse effects of the vaccines might be more apparent and more relevant. If he had included the older age groups, you probably would have made an issue of THAT.

In the younger age groups, most of the co-morbidities that are associated with the vast majority of Covid-19 deaths are neither as common nor as deadly as in the older groups.

2021 applicable mortality table (used for pensions) has 20 year old males dying with probability .000256. To double that, a male has to be age 35 for .000515.
For a 30 year old, the q is .000397. Double that is age 44 at .000768.
For a 40 year old, the double q is at age 49.
For a 50 year old, the double q is at 57.
