The flood control structures that failed (walls, not levees) were federal, so their design and maintenance belonged to the Army Corps of Engineers. They admitted their responsibility in sworn testimony before congress.

In Sunday’s announcement, the White House touted Landrieu’s work shepherding New Orleans through its recovery following Hurricane Katrina. Landrieu, a Democrat, served as mayor of New Orleans from 2010 to 2018. He later chaired the U.S. Conference of Mayors, a bipartisan coalition of mayors across the country. New Orleans is so corrupt that even the mafia have to pay for protection.
The fed funds that were intended for levies went in every demonRAT pol's pocket and Landrieu was the leading money taker.
