The HIPAA has a privacy part and a coverage part. It is believed that the privacy part doesn’t apply to non-medical persons and entities. If you asked a licensed health care provider about Covid vaccination in the prior 6 months you are covered by the coverage part I believe.

Your employer can’t effectively yank your coverage by denying you the means to pay for that coverage.
