    Opera is uncomplicated and seems to accept what needs to be done w/ Win-7 files. I can’t speak for Win8-10-11, but I had some O/S ‘glitches’ with Vivaldi when I tried it a year ago, and uninstalled it. i use Opera as my primary browser, with Pale Moon and Firefox as back-ups.

    Start button> Control Panel> Set your default programs
On the left side locate the web browser you want as the default and click on it.
At the bottom right column click on:
Set this program as default
