The South China Sea has been an area of considerable interest for a long time. I’m surprised that there could still be an uncharted seamount. Unless it is awfully close to the mainland, as in territorial waters.

That’s right. WWII and the Vietnam War afforded opportunities to “get to know” the area. The area is pretty well charted.
The sub had to have hit something other than a seamount.
The Spratley’s artificial islands are in the South China Sea. Just saying.
China makes islands.
Did they make an underwater mountain?
China has been building Islands. Perhaps this is one they started building but hadn't yet broken the surface with it?
