To arrest arrest Fauci, Paul would need a federal prosecutor willing to sign warrants for Fauci's arrest, and to prosecute him. Quite clearly, he doesn't have that since the federal prosecutors are all under the control of the Biden Administration and the DOJ. So all Paul has the authority to do is exactly what he's doing.
