No I am using logic. Either the dog was issued to Rohr following the change in the law. Or he has another disability (nothing says he had to give a full medical history)which allowed for him getting a service dog. There is another possibility that I forgot. If the PTSD was associated with another disability such as it causing a seizure. Then the dog could be assigned for that reason.
In any case the dog was a VA assigned service dog.
