Even money that this guy was seriously drunk. This doesn’t excuse his behavior, of course. But it might explain it.
As a side point, I wouldn’t call an assault resulting in broken bones “unruly behavior”. I’d call it a serious criminal offense.

The usual, but in 2019 airlines flew 4.5 billion passengers on about 28500 flights per day. Statistically, I don’t see a significant problem with unruly passengers. There will always be some.
