That article says nothing about decibels of gHz being 40x that of mHz. Remember that decibels are doubling energy every 3. It does say that the greatest MIMO 5G has a 50 decibel max and the 4G has a 43 decibel average.

As far as I know, mHz and gHz can have the same amounts of energy.

Think of red light vs ultra violet light. violet light will have more energy. I actually turn down the blue light a little on my computer.
