The question is the utility. Do they need the rail, or is just graft (like most rail projects here in the US seem to be...)?
IF the latter, they need to slow it down long enough to excavate the sites.

It's for tourism, in this case archaeo-tourism and ecotourism. So, naturally, all the partiers in Cancun will take a couple of days out of their debauchery to look at the ruins and the parrots. ;^)
