IMO she should get a third of the blame. There are three areas of negligence - the armorer, the actor who violated just about every gun safety rule, and the producer who failed to maintain a safe environment on set.

Two of those are the same person.

She is in charge of storing the guns & ammunition and keeping them locked up when not in use, then loading & checking them before they ever get to the actor.
