I’m trying to grasp the mechanics of how a nylon rope would be useful for tying a face mask on.

Duct tape, I can see working. Super glue, I can see working. I can even see using staples if you are seriously evil. But I just can’t see how nylon rope would be useful. I could see maybe making some sort of complete headnet fastened securely around the neck net made out of nylon string working to keep a mask on.

The only way I can see rope being effective would be if it was used to tie her hands behind her back so she couldn’t reach up and tug down the mask.

That said, anyone who sends any child to public school these days is guilty of child abuse, even if they don’t tie the kids up or tape their masks to their faces.
