Freegans: These horrible stores throw out all this food that could be used, we should have a regulation to make them give it away to shelters.
Stores: Well I wish we could give it to homeless shelters but the regulations you all love so much say we HAVE TO THROW IT ALL OUT!

IIRC NYC health dept has made it illegal for food service places to give or donate leftover food
to homeless....mind you not throw away food, but surplus cooked food.
Was a big stink about it a few years back. All goodness comes only from Big Brother.
The local food bank gets tons of produce, meats, bread & baked goods each week from Walmart, Kroger, Food Lion etc. No regulation I know of prohibits them from donating it to food bank.
