Is your desktop, laptop, and cellphone EMP hardened? Or in a Faraday cage/bag? If not, they are vulnerable…if your devices or the devices they connect to are within range of a EMP weapon. However, effective range is an issue and a number of EMP weapons would probably be required to effectively attack the East Coast.
The United States military has spent decades and billions building EMP-resistant facilities and weapon systems. It’s ability to respond would not be impeded.
FWIW, the United States, during the first Gulf War, announced a policy of disproportionate and overwhelming retaliation against the use of weapons of mass destruction (WMD). At the time of the announcement, the specific threat was Iraqi chemical agent artillery and short and medium range ballistic missiles armed with chemical agent warheads. The United States does not have and has rejected the use of biological and chemical munitions. So, the disproportionate and overwhelming retaliation to such attacks would probably be made with nuclear weapons.
An EMP attack by China on United States or treaty-allied nations would be considered an attack using WMD. It would be an act of war against the United States and would provoke an immediate ballistic intercontinental nuclear missile counter strike. China does not have even the limited ballistic missile defense (BMD) that the United States has. China’s military, infrastructure, and cities would be destroyed in the counter strike.
If China is going to use hypersonic weapons to deliver a BMP attack, it might as well just attack with nuclear missiles. Because that is what will be coming back over the horizon in response. A massive number of them.
The hypersonic launch to orbit was a significant technological accomplishment. But the missile gliding in low earth orbit (LEO) can still be detected, tracked, and possibly subjected to countermeasures.
The real trick is developing and fielding a true hypersonic missile that remains in the atmosphere throughout its entire flight profile. This can also be done by firing a ballistic missile on a depressed trajectory. But this method severely limits the range of the weapon. To achieve intercontinental range hypersonically, a significant amount of fuel would have to be carried since continuous thrust would be required. Such a hypersonic missile would be very difficult to detect and track, much less intercept. Only the Russians have demonstrated such a weapon thus far. And that only recently.
