If nothing else, cops recognize bureaucratic dictatorship instructions better than anyone else. Many they dutifully carry out, going with the flow. Now when they are directed directly at them and are no different than the ordinary public, then that's going to meet some push-back.
Cops are good rat sniffers. Pilots and truckers too.
