Why would the aircraft and crews being out of place when they are scheduling the flights?

I'm guessing the more likely reason is that they want to pack every flight to the gills and not enough passengers show up to do that.

Something is fishy about this story. As you said if they had the tickets sold they should know how to schedule the people and equipment. And why is the FAA commenting on behalf of Southwest?
