I grew up in SoCal and I remember jaywalking always being taken seriously. Perhaps it was the fact that the pedestrian pretty much had the right of way and if a driver hit him, it was considered the driver’s fault. You can see this every day in California. Pedestrians deliberately don’t look to see if traffic is headed their way.
When I moved to the Midwest, it was different and most pedestrians actually look to see what might be coming to kill them.
Then there’s crossing the street in Mexico. Darwin is in charge of their traffic laws.
In Tacoma in 1970 if you stepped onto the street outside of a marked crosswalk you were ticketed. If you stepped of into a crosswalk and cars from both directions did not immediately stop no matter what color the light was, the drivers were ticketed. If you stepped onto a crosswalk against the signal you got ticketed.
