There was an U.S government pandemic exercise that ended August 2019 (based on tourists from China). Followed by a pandemic and vaccine executive order (vaccines mRNA) in September 2019. In October 2019 John Hopkins ran a global pandemic exercise, known as event 201. Within a few months we were locked down.
