I just re-watched it myself - and yes, Tucker said it. He didn't need to say it at all, it was totally irrelevant to his main topic, but he chose to say it anyway.
Sadly, Tucker continues to deny the election fraud of 2020.
I heard it differently.
What I heard him say was that Joe Biden was elected for a lot of reasons, not all of them legitimate.
I would never utter the phrase “Joe biden was elected”.
Ever.
