Mohamed Noor is guilty but so are his training officers and sergeants who lied on his qualification forms and sent a mental retardate out in public with a uniform and a gun.

The man wasn't qualified to operate a broom, much less a radio and a firearm while wearing a badge.

Thankfully, it’s not an acquittal. He’ll be bagging groceries at Cub Foods for the rest of his life.
