I always wondered how the people of Chicago coexisted with the problem areas without doing something about it. It’s like they thought if they ignored it then it would go away. Moving from Chicago to NYC is going from the frying pan into the fire.

IMO, until recently most of the major crime was in low-income areas.
Given the choice, unlikely you would ever drive through them.
Years back I rode in an adventurous carpool, the quickest route to the suburbs was through the deep ghetto.
We only took that route on freezing days with dry streets.
Today I would not go that way in an APC!
