Secede on a county by county basis. Have referendums for the island blue cities to join up with the new “red” country if they want to, every 10 years as part of the census.

There are already enclaves in America. Point Roberts is a pene-exclave of the United States on the southernmost tip of the Tsawwassen peninsula, south of Vancouver, Canada. And there are separate COUNTRIES known as ‘reservations’ that exist as part of America as well. We are well versed in enclaving.
