Your first sentence is logical. Where the conclusion goes off the rails into cuckoo land is believing headlines from sites such as whatafinger.

The question that should be asked is, Why?
Why haven’t the use of these shots been banned?

Start from that point, and look at all the possibilities- money, power, control, etc., not just ‘population control’.
