Crows attack the nests of songbirds, therefore, songbirds harass crows. Crows harass birds or prey because crows are assholes.
Crow and hawks do battle above our back yard from time to time. We root for the hawks because they are quieter but the noisy crows vastly outnumber the hawks and I think they prevail.
