It sounds to me like she is saying Boris was told that there would be no press questions taken during the photo op. Boris ignored the WH and answered questions, pissing the WH off. Thus the “ they won’t hold it against Boris for asking for questions” comment.

Yikes! It seems that Biden cannot be trusted to greet or even remember the name of a foreign head of state, thus a “cue card” to be read word for word. With vascular dementia, which it seems Biden has, some parts of the brain still function while others do not. Biden can still read, even with emphasis, except for numbers.
