Even for surveillance they still need probable cause and jurisdiction. With no evidence for interstate flight, that’s hard to justify. If the young woman were killed in Florida, the FBI has no jurisdiction. If she was killed in Wyoming, the local cops have no jurisdiction. This probably explains why he was able to slip away.

I believe the circumstances were suspicious enough to warrant surveillance.
