Yes - it is totally a conspiracy theory. However, it is also no an uncommon practice in a dictatorship. I recall that Sadam Hussein had a couple body doubles. Our current government is so corrupt, evil, and desperate that I do not put anything past them any more.

How long are they “detained” before being released on a promise to appear for a hearing? 72 hours? What percentage (or more likely fraction of one percent) of them show up at the hearing?
