“Did they drink the external liquid?”
If they drink the cattle version, which is liquid, in the proper dosage, or even 10 times the proper dosage, they’d be fine. But the larger versions have about 300 human doses...which will give people trouble if they drink a good portion of it.
The horse paste version is closer to 6 doses per tube and thus much less likely to cause an OD.
There is also a topical version...don’t try that one, it won’t end well.
Yes, the topical (external) is what I am thinking they tried.

I have been putting a thin layer of 1.87% paste on what I suspect to be melanoma on my face. A size of a dime painful crusty red spot that I have had for around 6 months now. After 4 days, the skin lesion is gone!
I’m 71 and golf, play pickleball and fish on the Gulf 2-3 times a week.
