Until her body was found there was no ‘crime’. Yes, everyone knew there was likely a crime, but police aren’t supposed to move on a suspect until there is some concrete evidence that a crime in fact occurred.

We still don’t know if it is a crime, but it really looks like foul play now. We will have to wait for the autopsy report.
