My impression of Biden when I first saw him on tv (probably back when this video was taped) was that he looked an awful lot like Gene Hackman's Lex Luthor in Superman (1978). That smiling at the end of every sentence, no matter how inappropriate it might be, screams con artist, narcissist, sociopath.
