That is what it read like to me, and that was how it was worded on the Red Cross website (it either said “counteracts” or “wiped out”) before it was scrubbed. I remember being so shocked when I read it that I sent it to DH and other family members. It got changed at the Red Cross website and scrubbed from the internet within a week - if you search now you get hundreds of “fact check” news articles claiming it was a conspiracy theory.
In effect it looks like it still does in your link at #14.
"The Red Cross said vaccinated people can't donate plasma because the shot counteracts existing antibodies."
