Like I said...I don't know for sure. But it is beyond my belief that if a General walked in and said to a prison administrator and the intelligence people there working with them
"We need to bring the prison population down by a thousand for [whatever reason]...who can we release who is less likely to be a danger to our troops?" ...and to have that request met by a completely blank stare. I just don't see that, IMO.
