Type I diabetes is. It’s the complete lack of insulin production by your body.
Type II is insufficient production of insulin. The most common resolution to it is to typically lose weight. If you’re 5’ 10” 280 lbs with Type II, You lose weight to 210 lbs or so, the diabetes will frequently resolve.(not always, but often) Obesity is usually the primary factor. Cleaning up your diet works wonders too. Type II doesn’t have to be permanent, it can be resolved.

Type II is also being insulin-resistant, even if your pancreas is producing sufficient amounts, you can still be resistant

Actually, I also think it’s insulin resistance. You cells simply need more insulin to function than they should. Similar to a drug tolerance...no effect unless you keep taking more and more of the drug.
But you do get into insufficient production if you’ve had diabetes long enough and especially if you’re shooting insulin, as then your body doesn’t need to produce it, and it ‘forgets’ how to produce enough. But even so, you can usually get off of insulin, even at that point with Keto, although you may need other drugs, like metformin, at that stage.
