It’s difficult to evaluate the info in your charts here. For example, consider England, hospital admissions, aged 50 and over, 31% for unvac, 58% for both doses. If 90% of the over 50 population had both doses, then both doses reduced the chance of hospitalization. If 10% of the population was unvac, then their chance of hospitalization was increased. Note that a vaccine should probably be better at changing the odds than this to be considered successful.
For the under 50 group, it’s likely that the vaccination rate is lower, so we’d expect the hospital admissions to be higher for the unvac and lower for both doses.
