That is absolutely not what the clinics in this area told me when I called them.
There is a long list of eligibility requirements to meet. To be sure, if you don’t panic, it is possible to get waivers for all of them. But you must press the points. It you are too sick to do that, you had better have an advocate who will.
The key blocking point is that you must be referred by a physician who has admitting privileges to the facility. If that is not your current primary physician, then you must get a secondary referral, which requires more steps and more days to complete. At least one rapid COVID-19 test (”24-hours turnaround”) is one of those requirements.
Most Family Practice clinic doctors do not have admitting privileges.
You only have ten days from onset of symptoms, after which you cannot be eligible, as the treatment is considered no longer effective. Show up to the ER on day 8 and you are probably screwed anyway.
The most effective period for treatment is 2-5 days after onset of symptoms. The procedural and organizational requirements make that very unlikely for most people.

In our region, we can get anyone in over 18 without any hoopla. As it is an outpatient procedure — it is unclear why a physician would need admitting privileges for anything. Again, in our region any hospital will take our orders regardless. It sounds like you live in a difficult state — and this is the problem, this should be easy and immediate.
